How to set up file storage 3.1 using Netbeans 7.1?

I am trying to set up a simple file area in glassfish 3.1 after this tutorial :

I did everything as they say, but it doesn’t work, when I go to the admin page, I don’t see a pop-up message asking for credentials. This is what I did:

1- Create a file area:

2- Then I created a user using the user management button

3rd created a glassfish-web.xml file using a graphical interface instead of editors .
