IE9 Browser Style with IE7 Document Modes

I had a “error” caused by a client using IE9 browser mode with IE7 document mode standards set (why this is installed, I don’t know, see the attached image)

This causes a simulation error, and the client asked to fix the error. I’m almost 100% sure that I can’t do anything to configure this attitude and fix the problem. I use Modernizr to configure various browsers. I would like to receive a reliable answer to return to the client why this is a scenario that I cannot fix, or if I am wrong, and I can do something to fix it, then I would appreciate help.
