WPF / XAML application crashes when Blend is not installed - event logs are connected

Below is the full XAML for the WPF application, no code. The following application is running on computers running Expression Blend 4. However, on computers that do not have Blend, the application crashes. This is extremely simplistic, but it seems that the [i: Interaction.Behaviors] part is what causes the problem, which is the Blend behavior that creates smooth animation.
