Android: Why doesn't the SDK allow a programmer to easily add WiFi (EAP) profiles?

I am trying to programmatically create corporate WiFi profiles on Android (WPA-Enterprise, WPA2-Enterprise).

I saw a fairly well-known solution that should use reflection to achieve this. As far as I understand, if it is necessary to do it in such an indirect way that involves access to parts of the API that were denied access, there is a good reason for this.

Does this mean that Google does NOT want developers to be able to programmatically configure WiFi settings? If so, what is the reason for this?

EDIT: The answer you pointed out uses reflection only for EAP configurations (usually using WPA-Enterprise or WPA2-Enterprise security). For typical connections you do not need to use reflection.
