Initializing / Prototyping a Python 3 Project

Question

I'm looking for the right prototype path, initiating a Python project.

PasteScript has not been updated to Python 3.
Skeleton is available in fror 3.1, but has not been supported for the past two years.
A walkthrough provides information on manually creating a project structure for packaging.

Is there a new candidate to start the project and fill in all the files needed for the project?
