How to load an SVG file that was generated using PHP?

I want to create an SVG file with PHP and then include it in an HTML file. Here is what I still have (after this tutorial )

When I look index.html, I see only a blank page. There are no warnings / errors on the console. Apache error logs (I use XAMPP) give [Mon Jul 09 14:36:15 2012] [error] [client 127.0.0.1] script 'C:/xampp/htdocs/svgtest/public/svg.php' not found or unable to stat, referer: http://localhost/svgtest/public/. They are in the same directory.

GeoPhoenix answered above, I thought that I would answer it so that there was one thing:

if you delete the line <?xml?>it will display svg

PHP <? PHP- ( XML), short-open-tag ( fvu). ,

<?xml version="1.0" encoding="iso-8859-1"?>

<?php echo '<?xml version="1.0" encoding="iso-8859-1"?>';?>
