Read current Chrome settings through the Chrome extension

Is there an easy way to read the current user settings?

No changes are required, truly, I just need only safe read access.

for instance

• I need to find settings for flag <new omnibox answers in type hint>

• I need to know the current default search engine (per chrome: // settings / searchEngines)
