Layout_height = "fill_parent" in RelativeLayout not working

I have the following layout:

I want to have a vertical line (the first view inside the root layout) to the left of the layout with a fixed width and height equal to the parent height. But if I set layout_height = "fill_parent", this will not help. The height is 0. If I set the height, for example, 40dip, it will be 40 dip. But I need exactly the fill_parent property.
