Can you sell apps as a Google developer or be a seller?

Sorry if this is not a typical SO question, but I hope someone in the same situation can help.

In some countries, you cannot open a Google Merchant account, but you can open a Google Developer account. So, if you open a Google Developer account but don’t have the opportunity to open a Merchant account, can you still sell your applications or provide them for free?

I ask, because I only ever developed for customers who sold their applications, but never sold the application on their own and in my country (South Africa), you cannot register as Google Merchant.

For those outside of the countries listed below, please note that Amazon Android developers do not currently have this restriction, and that developer registration is currently free (at the time or in writing). Payment is made by check.

OK, it cost me $ 25 to find out that Google doesn’t give you the right to sell your apps. A registered developer can publish only free applications. You must be a merchant to pay for applications.

This was the first thing I saw after logging in and after the link to "sell your application":
