What web infrastructure is used by sites like Producteev and Trello?

I see quite a few web applications that have a very similar layout, so I assume that there is a specific structure that they use together. The top panel has the following layout:

And there is a sidebar, which is often slightly different from Apple:

Does anyone know if this is some kind of common (hopefully open source) UI framework?

The appearance of a web application is never a sign of what structure was used to create it. What you show is all the styling results and can be done using any web structure.
