Spring and Spring security help help, cannot find bean

I get an exception with the message: "org.springframework.beans.factory.NoSuchBeanDefinitionException: No bean named" userDetailsService "is defined" even if the bean is defined as a service in the UserDetailsServiceImpl class. For instance:

@Service(value="userDetailsService")
public class UserDetailsServiceImpl implements UserDetailsService{

I use the latest Spring and Spring Security.

I'm not sure what I'm doing wrong. I am pasting the configuration of my Spring xml files. spring -security.xml shows that it can find beans from servlet-context.xml when using component scanning.
