The device identifier is registered during the development process, but not in production

I am creating a PhoneGap application for iOS and Android. Android works fine for me, but I have problems transitioning from development to production in iOS. A device token is not registered for a device with an adHoc production assembly. I have exhausted everything I could think of. Here is what I have done so far:

• All certificates and provisioning profiles on my computer have been removed to try and start with new ones.
• Enable APNS production in my application specific application (non-wildcard application identifier) ​​and import it into my keychain.
• Created a new product preparation profile for adHoc distribution using the production ssl certificate and the correct application identifier. Checked to ensure aps-environment is installed in the provisioning profile.
• I imported a new provisioning profile and determined that the application was using the correct value in my build settings for the project and purposes.
• The p12 file is exported for import into UA.
• Removed and created a new application for UA for use in production. We downloaded the p12 file and turned on Push Debug mode.
• Verify that AirshipConfig.plist has the correct production keys and that APP_STORE_OR_AD_HOC_BUILD has been set to YES.
• I archived the application and exported it for adhoc distribution and downloaded it to the phone via itunes.
