Customize html layout in Wordpress Gallery

While creating image-gallery at wordpress using default media mediaer, wordpress wraps images in a bunch markup. How can I overwrite this before it is created so that I can display the desired markup and change the way the gallery layout is created.

Wordpress is currently generating code as follows:

Instead of rewriting the shortcode function in the gallery, it is better to use the post_gallery filter, which is included in this function.

Creating @DaveF's answer , here is a gallery function that maintains the gallery order, and also randomizes if it is selected in the WP editor -
