Sign Mac application without Mac Developer Program

Can I sign an application and transfer Gatekeeper using a code signing certificate from Comodo or Thawte, or do I need a Mac subscription for this purpose?

You must be a member of the Mac Developer Program and use Apple certificates to transfer GateKeeper. Here is the relevant part from the library:

Only Mac Developer Program members can request Developer Identity Cards and sign up for applications or installer packages using them.
