Download html file from web server using break in phone

I plan to develop a hybrid application using telephone clearance. I want to download html pages, images and other resources from a web server instead of storing it in a bundle of applications for breaking the phone.

• This is the right way to avoid updating the app on the App Store often or
• Android, iPhone, windows will reject our application.
