WPI 4.5 Error after upgrade

I just upgraded the Web Platform installer to version 4.5 on two separate Windows 8 machines. (One is a physical machine and the other is a virtual machine). I can not start WPI 4.5, both show the following error:

An error occurred while parsing the EntityName. Line 42134, position 81.

Update: It was confirmed that this was an error in the list of products from Microsoft. Found this entry in the log file:
