Maven dependency exception doesn't seem to work

I have a Maven project, depending on a couple of other Maven projects. I am using Spring 3.1.1 in my project and the dependent projects are 3.0.6. I am trying to exclude Spring 3.0.6 during deployment as both options are not possible. I added an explicit exception in my POM for this, but for some reason I still see the old version of the Spring kernel in the folder WEB-INF/libwhen the Tomcat server starts. Can someone point me where I am wrong. Here is mine pom.xml:
