ADB failed to start, make sure the plugin is configured correctly

I have this problem from time to time, she says: " ADB server is not ACK, could not start the daemon ."

So, first I followed some instructions to reset adb in DDMS, and then he gave me " adb failed to start, make sure the plugin is configured correctly ." After reading some other solutions, I killed adb.exe in my task manager, but after two seconds it came to life again.

I launched my eclipse again and the computer a couple of times, still no luck. Does anyone know what the problem is? I am using win8, I do not know if this is a problem ...
