Eclipse "works like an android" does nothing

I turned the Internet upside down and looked at the official Google manuals, which were looking for an answer, but simply could not find anything that really would solve my problem.

After installing everything and connecting my Galaxy S2 to a PC, clicking "Run as → an Android application" is simply NOTHING.

So, first you need to create an AVD from an AVD manager. Then go to the project properties - android - install the version. Run the project - select run as an Android app. You can also change the run configuration and set the default AVD that you want to use.
