What is the difference between an Azure site and an Azure Cloud service

We want to host a website (some css, js, one html file, but not aspx, one common handler).

We turned around like:

1) Azure Website

2) Azure Cloud Service

Both solutions work. There is a question though: which placement method is better and why? Second: since there can be a lot of traffic - which solution will be cheaper?
