Can I transfer my Windows Phone and Windows 8 from one account to another?

Question

Can I transfer my windows 8 and Windows phone apps from one developer account to another?

The application includes a paid and free version. I want to transfer applications, and later I will remove it from the old account.

Will my payment option be updated with the new account for paid apps?
