CSS table tr hover one color / border and td hover another color / border without importance

What I need is ROW and CELL highlighting. It was originally thought that you are doing some kind of crosshair, but for column colonization you need JavaScript, which I will not avoid for now.

In this case, the background color ROW:hoverwill be dark and underlined.

td:hover then there should be a different color, and the border is highlighted differently.

Checked in Chrome, not tested by Firefox.

Problems: need to use !important. Is the border cell on the left and top not colored red?

So, is there a way to write CSS without using the important!correct border styling in a TD cell?

It works well in Chrome. But in IE and FireFox, the insert effect fills. Therefore, they need to find some fixes.
