Accounts created using the PayPal sandbox (created at http://developer.paypal.com/ ) are created with zero balance and without a credit card, regardless of what I set when creating the account .
This leads to: On the payment page, a request to enter a credit card for an account does not have a PayPal balance (checked by entering the test sandbox).
I tried to create several accounts, several with a $3,000USD balance , one with a set of credit cards, the other with a set of PayPal and always with a Visa credit card type. They are always created empty.
Is this a PayPal related issue, or am I not creating sandbox accounts correctly?
