Unique Javascript Random Number Generator

I'm trying to make a bingo game for fun. I looked in many places for a unique generator, but I can not find it. I tried to make my own, but as soon as he actually dials a number, he makes an infinite loop. I tried a simple code that should theoretically work, but for some reason everything goes fine.
