javadoc says
Reports that an error occurred while trying to connect the socket to the remote address and port. Typically, the remote host cannot be reached because the intermediate firewall or the intermediate router is down.
Is this error on the client side or on the remote side, or can it be any of these?
Or. It may be a firewall on the client machine that blocks outgoing calls or somewhere on the other end.
Basically, this means that your client cannot connect to the server due to inaccessibility of the address from the client machine.
