How to programmatically sync music from PC to iphone music library?

I downloaded music from the website URL or from a PC through a sharing application and saved it in a local document directory. Now I want to programmatically add saved music files from the local directory to the musical instrument library.

So how do I sync music from a local directory with the music library of an iphone / ipod / ipad device programmatically without using iTunes? Thanks in advance.
