How to disable Clicking WebView?

I have a linear layout containing only a WebView. I want to disable click in Webview, means that I want the event to be fired related to RelativeLayout bg_stepsContainer. I used android: clickable = "false" Here is the code

mWebView.setOnTouchListener(new View.OnTouchListener() {
    @Override
    public boolean onTouch(View v, MotionEvent event) {
       return true;
    }  
});

Using android: clickable = "false" does not disable touch events.
