So here are my implementations. Both are compiled, and no exceptions are thrown when the code runs. I publish ClickOnce installation files on a web server and then install it after uninstalling from a computer. When I go to the Add or Remove Programs control panel, I still see a common icon for my program. Otherwise, I have no problem, and my icon is displayed just fine.
