Slow performance in Chrome using HTML5 Video

I am a little confused by this. A similar question was posted here:

but a satisfactory resolution did not seem to happen.

Long and short, that HTML5 video element has very poor performance in Chrome. Every other browser I tried (IE9 / 10, Opera, Firefox, Safari, Safari iOS) works absolutely fine, but Chrome (for Windows) buffers very slowly and sometimes completely stops buffering. It seems to ignore the preload attribute, although according to this article:

it is preloaded, just limited to a few MB passwords. This is definitely a recent thing, possibly affecting only recent versions (I'm on 26.0.1410.64 m), and this applies not only to my projects, but also to other sites, including YouTube. This seems to be independent of the file format, and only seems to affect longer videos (those that are 5 minutes or more).

I think my question is, has anyone else come across this phenomenon? If so, how do you fight? In another thread, it was suggested to disable hardware acceleration for H.264, but this not only does not work for me, but is also impractical from a development point of view.
