Should I prefer to buy a commercial structure or create my own version of the same functionality? (classic "Create vs Buy")

I have mixed ideas about commercial class libraries. Am I better off using a commercial class library or starting from scratch? If buying a library is the way forward, which is for a C # developer?

Put the value on your time, say, $ 30 an hour. Estimate how long it takes to write a library, and then add twice for debugging and testing. Subtract the time taken to learn how to use the commercial library with this documentation. Multiply your hourly rate. Compare.
