CSS question about em?

I'm trying to convert all the values ​​of my site fields to em instead of pixels, but it's hard for me to find what they really are. I thought this was a given distance based on the settings of the users browser (default font size), but the standard 1em is different when applied to h1 or ul, for example. Any help?
