Question about data transfer rates for web applications?

Looking at the twitter documentation, I'm not 100% of the next question I have.

If I have a web application that simply allows a user to log in via their Twitter data and send a message to one of their friends, will this application be limited?

No, posting a new status on Twitter using the statuses / update method is not subject to speed limits.
