One of the things they did was to convert the Arabic date to the Arabic calendar. I wonder if this is a good idea at all. Will this actually be annoying / confusing for the user (even if the user is Arabic).
Also, my second question is, do we really need to change 3,899,99 to 3,899,99 for some cultures like German? I mean, this will not hurt to do this, because the library is already doing this for us, but will this not lead to confusion for the user (even if he is German).

Your problem here seems like a bad guess. There is no "universal format" for numbers. 3,899,99 is valid in some places and gets confused in others. The same is true for the opposite. People can often find out what they need (especially if it is in software that obviously does flabby localization work differently :) :), but this is not the main thing.

Another important thing is entry. if you don’t have localization, take user input "1.234" ... what does the user mean? 1.234 or 1234? ... there may be users who don’t like their values 1000 times ... who knows ?;)
