Convert JPG to HTML

I am completely new to web development, so I wanted to ask people here if there is any software that can convert JPG / PSD to the corresponding HTML / CSS equivalent?

I do not want to embed the image in HTML, but I want the HTML / CSS source to be equivalent to the JPG from which it was converted.

Even I'm pretty new to design, because ma developer, but ADOBE fireworks is a tool that allows you to convert jpg / jpeg to the corresponding html / css. Although it will not convert everything for you, but it will convert at least 60% of the layout to html / css.
