Git push heroku does not work because it is trying to install development stones. BUNDLE_WITHOUT command does not work

I get an error after issuing the git push heroku command. Initially, it was like what you had to solve using the heroku configuration command to merge without development: test gems. However, I used this command as discussed in this similar post [ Heroku is trying to set up development stones even after I said this is not , and it still does not work.

The line "Use - without development: test" in the push message below indicates that the BUNDLE_WITHOUT configuration command is working, is it possibly a gemfile or another problem?
