Completely replace the Android frontend interface with the special purpose user interface

Suppose someone wants to replace the standard Android device interface with a new user interface. Once, which provides certain functionality with a special application - but not even any other Android application.

I wonder if this is the approach for which the Android SDK provides options.

I do not want to have a Linux OS with some user interface, but a standard device that provides a standard Android SDK, because the SDK API is well suited for touch-based applications. In addition, many developers are well aware of the Android SDK.

The way to have one application for user space that controls the device, as if this application was the only application, would also be nice.

eg. Apple provides ways to compress iOS (in different ways): turn off applications, hide controls, or turn off mobile radio.
