Custom C # Form Design

I’m kind of stuck in this, I know that this can be done, but I’m not sure about the necessary steps.

I want to create a fully customizable user interface design for the application I need to create. I can change the background of the form and all that, but it's a little more complicated.

The following is an example of the change type image I'm talking about, as you can see its pretty big change compared to the current user interface used by most applications.
