Xcode 4: Add a carbon resource assembly.

I just upgraded to Xcode 4 and I need to add the Build Carbon Resources build phase to my project. It looks OK (and does what it should) when I open the old prjs (from Xcode 3), however I cannot add it to the new prj, the "Add Build Carbon Resources Build Phase" menu is disabled. How can i turn it on?
