What is the best way to manage iOS UDIDs for ad hoc client distributions?

Given 100 device limitations per year, what is the best way for a developer to develop applications for clients without exceeding the personal limitations of the developer account?

Should developers require their clients to join the iOS developer program and then add devices to their client account?

I need all my clients to join the developer program, since I believe that they should be the publisher of their applications, that is, imho, it is important from a legal point of view .

Most of them still want to see their company name on the AppStore.
