Bing Map offline development? Is it possible?

I am trying to add 3D images to Bing cards, however I do not have an Internet connection on my work computer, and I would like to know how I could work on adding things to bing cards when the Internet is not available. Is there a way to download bing card samples that allow me to work with the bing card and api bing card?

While technically easy to do, the terms of use of Bing Maps explicitly prohibit the creation of a local copy of the API or any content of Bing Maps (without an Internet connection, you also need to create a local copy of the entire base tile map, which is usually served to the client) - see http: //www.microsoft.com/maps/product/terms.html

The only legitimate way to create a local Bing Maps installation without an Internet connection that I know of is to buy a license for the Bing Maps server provided by Vexcel - http://www.vexcel.com/geospatial/bingmapsserver/index.asp . However, do not expect it to be cheap ...
