Hosting, management and video streaming software

I need some kind of software for video hosting (open-source or commercial) It should be able to record video from cameras, it allows you to instantly access videos by that time, support streaming, be very adjustable.

What are the options and how to find them? I would appreciate some ideas or specific suggestions or just the relevant keywords that I can use to find some information about this kind of software.

I am not looking for an already installed video hosting service available from the Internet. I want to create my own that will be used on the intranet.
