Drupal 7: Contact form not visible despite permissions

So, I turned on the access forms on the site and the user through the Contact module, turned on ALL permissions (for good measure) in the "Access" permissions for all roles. The Contact Form tab will appear and is available to all users when I am logged into my administrator account but not displayed for any other user role.

I looked through all the Drupal forums and I can only find people who made a mistake, forgetting to change access rights or include a personal user contact form. I cleared all caches and ran updates, did everything I can think of.

Any ideas on what could be causing this?
