What factors determine the loading speed of assets from Amazon S3?

How fast can we download files from Amazon S3, is there an upper limit (and they distribute it between all requests of the same user), or does it depend only on the download speed of the Internet connection? I could not find it in my SLA.

What other factors does it depend on? Do they keep data rates at a certain level to prevent abuse?
