Mixing Unix Process Schemas

enter image description here

Can you tell me what is the difference between the two red arrows in the Unix process diagram? Why does the preempted process go directly to user launch without reconfiguring? I don’t quite understand. Why are proactive and ready-to-launch Memery related to the dashed line? Thanks in advance.
