XSL-FO Duplicate Header Table

I will try to explain it as best as possible ...

I am creating a PDF with XML and XSL-FO. The document has two columns with table headers. I want the table headers to be repeated only when a new page is reached. This is currently being done, however the table headers are also repeated when they reach another column. I just want it to be repeated on different pages. Any help would be greatly appreciated.

Here is the XSL for the title:

Could you try it? If this still does not work, can you also add an XML data file?
