I have a Microsoft application (.ipa file) that can work on iPad in compatibility mode. Which application can use enduser to install .ipa on iPad - other than on-air?

Just distribute the IPA via mail. The end user can copy the application to iTunes and simply synchronize, as in normal applications for the application store.
