Change <head> </head> to DotNetNuke without host access

I need to make changes to the header of the DotNetNuke website. I have administrator access, but not host access. I can also access the file directory of the website via FTP.

Is it possible to make changes to the index page title?

If you are talking about making changes to

<head></head>

document, you can set it in stages in the page settings. From a global perspective, there really is no way to do this unless you want to modify default.aspx directly in the kernel.
