Tridion Event System 2009 through 2011 SP1

Updating the .Net Events system from Tridion 2009 to Tridion 2011 SP1.

Does anyone have a brief overview of the steps taken?

What replaces the Events Config XML file to restrict events to individual publications?

I examined the subscription approach introduced by the new event system, but can be applied to publications. So far, the only approach seems to be to embed the publish filter logic in the code, not the configuration?
