I try to send sms using api but gives me this error

i install .htaccess like

but does not work. I do not know what to do, if there is any idea, please help me

I looked at the website they offer in php.ini

allow_url_fopen = On
allow_url_include = On

but I can’t access php.ini, so any other way to do this?
