Why can't I download any plugins through Install New Software?

I cannot download plugins for Eclipse through Install New Software or through the Marketplace. The specific plugin that I am is Run-Jetty-Run, but after some testing I noticed that I can’t download anything, even from Eclipse update sources.

I am using the latest version of Indigo, and I'm using Win7 64-bit. My machine is behind the router and runs AVG Free.

Things I've already tried:
Forwarding port 4000
Starting Eclipse as an administrator
Adding an exception for Eclipse in the Windows Firewall

When I try to download sources for RJR, I get a “Provisioning Exception” in the error log, but a pop-up message is missing. The trace is huge, if necessary it will be placed. In the end, I get to the screen where I accept the license agreement, and the download starts, but hangs on the step with the inscription Fetching [repository URL]. After a while, I get this pop-up error:
